Speeding A4109 Heol y Glyn
Nature of Problem:
Speeding Vehicles along the A4109 Heol Y Glyn Glynneath is a long term problem. Complaints of Vehicles speeding at the location including HGVs from Celtic Energy. At present there is a legal issue regarding the Signs at heol Y Glyn and in view of this the Speed camera van has stopped attending twice a month as in the past. This Legal issue is being addressed at present and we are a awaiting reply from local Authority. There are further concerns voiced regarding this area concerning the drainage. Water runs down from the Mountain and freezes on the Road surface in Winter causing hazardous conditions. This has resulted in Road closures. Both Police and local Council are teaming up to address both these problems.

>> SCOPING EXERCISE - 22/11/2010

On Saturday 20/11/10 a scoping exercise was carried out by PCSO's Barrie Jones and Darren Thomas at two locations along the A4109. This was as a result of concerns raised at the PACT meeting on the 3/11/10 regarding speeding vehicles. The object of the scoping exercise was to establish if this was the case and the operation was carried out between 1545hrs and 1630hrs.

The first part of the exercise was at the new build site approximately half a mile up the hill out of Glynneath towards Banwen. The vehicles were scoped coming up the hill and it was confirmed that 60% of the vehicles were marginally speeding, over by 1-3mph and 10% over the limit by 4mph and 6mph.

The second part of the exercise was conducted at the 40mph limit near Banwen. Of the vehicles scoped proceeding in the direction of Glynneath and from Glynneath to Banwen, 70% w


Project Outcome

On 23rd November 2011 Neath Council passed the traffic order for Heol Y Glyn. In view of this the 30mph limit became effective as from 2nd December 2011.
