>> Update - 19/05/2009
I have spoken to the council, an animal warden has visited the site, they informed me there are no welfare issues with the animal. It is tethered and looked after. Unless a particular problem occurs they are inclined to leave the horse there.

I have liased with the Environment Dept in the Council regarding the horses. They advised me an animal warden would make a visit to Cockett Pond to assess the situation.I was informed that horses are an historic problem in Swansea and the matter has been passed over to the council.

Conclusion

What we did
The horses are an historic problem in Swansea, after discussing the issue with the council they informed me that a visit to see the horse showed them that it is looked after and in a good state of health. They have no issues with it being there as it is not near the houses and in their eyes not causing a problem. They do not have the funds to remove every horse that is tethered around Swansea. Unless a particular problem occurs they are inclined to leave the horse there.
