Summary: Issues of uncollected rubbish and the schedule for collecting the waste bags was raised. At present some properties have wheelie bins whilst others still have back collection. The white food bags are collected first but the black bags and green bags are not collected until late afternoon or evening. Not all tenants use the white bags for food waste but persist in putting organic waste in the black bags, these are then left out all day to be ripped open and scattered by the sea gulls. It was suggested that the bin collections be re-scheduled to collect the black bags early in the morning to reduce the time they have on the pavements to be ripped open. Other seaside local authorities use gull proof bags to place the food and black bags in to prevent seagulls ripping them open. This was put forward as a suggestion for Cathays.
